If that succeeds, the Netherlands will be in 2022 in total 2022.000 homes richer. For the province of South Holland, this means that 350.380 houses have to be added.

Although the plans may have caused a lot of joy among house hunters in The Hague, things are different in practice. The number of houses built is lagging behind in many provinces, including South Holland.
According to the Economic Institute for Construction (EIB), the slowdown in the number of new homes in South Holland has several causes. Firstly, it is due to the high construction costs and energy prices, but according to EIB director Taco van Hoek there is more to it. At BNR Nieuwsradio
he said: “The government considers it important that these are affordable homes, homes with an asking price of 350. euros. Affordability sounds good, but it also means less revenue from housing projects.” In other words: it is not always attractive for project developers to build cheap homes.

Then there is the discussion whether or not to build inner city. There is less space within the ring road of The Hague and other South Holland cities, which is why only high-rise buildings are often an option. “Those locations, especially high-rise buildings, are very expensive. This used to be possible because there was low interest and high selling prices, but that is no longer the case,” says Taco van Hoek.

There is also a completely different reason: there are simply too few civil servants to handle building permit applications. In 2022 9.7 percent fewer permits were issued in South Holland than one year previously. In total, South Holland municipalities gave 17.350 green light to build a new home.
