The system is characterized by a separation between management and transport. The control center directs the aforementioned modes of transport, accepts the journeys, schedules them and distributes them. The carriers then drive the journeys.

On that date, the partner to be contracted will take over the management tasks with regard to demand-dependent transport, group transport (route-bound) and the MeerOV bus, an additional public transport system in the municipality of Haarlemmermeer. When granting the assignment, the RIJK foundation pays 31 percent into quality and 22 percent on price. The agreement is concluded for a maximum period of nine years, from January 2023 to 30 Dec 2023. This involves two options for unilateral extension by the client of two years, i.e. until the end at the latest 2032.
