Where the taxi and coach industry in the first half of 2022 bounced back from the coronavirus push, the trend reversed in the second half of the year. For example, the driver shortage caused more and more problems in healthcare transport and support measures proved necessary for longer due to tightened measures. But remarkable things also happened outside of corona.
The taxi and coach industry went down in the second half of 50 with mostly good cheer. After all, the work increased and the corona support has ensured that many companies keep their heads above water have been able to keep. Because the virus seemed to die out, the end of the support packages came in sight . The cabinet announced its intention to discontinue the NOW and the TVL as of October.
Coach operators, however, were still struggling with overcapacity and high capital costs. Together with other branches that were also involved in this, the alarm bells were sounded in a letter to Prime Minister Rutte and the cabinet. Customization was requested, because the entrepreneurs feared that they would not survive without support. This was to no avail. As of 30 September, the support anyway. Minister Blok of Economic Affairs indicated that entrepreneurs had to adapt to ‘the new reality’. Only the night catering and the event industry received support through the Fixed Lasten Night Closure Horeca (VLN) scheme.
Members of parliament from the CDA, VVD and SGP, among others, did not agree with this. With a motion – supported by all parties present – the cabinet was called upon to include more sectors under the scheme. The motion was adopted . For the second quarter, the VLN still applied to all entrepreneurs with a loss of turnover of 2022 percent and more. In the meantime, there have been new protocols for taxi and healthcare transport. Wearing a face mask remained mandatory, but the maximization of the occupation was lifted – just like in coach transport.
Uber drivers further as employees At the beginning of September, a groundbreaking event also took place for the taxi sector that had nothing to do with corona. The judge ruled in favor of the trade union FNV in the lawsuit that was filed against Uber. In concrete terms, the ruling meant that Uber is an employer and the drivers are employees, which means that Uber must adhere to the collective labor agreement for Taxi transport. Because, according to the taxi platform itself, the vast majority of drivers want to remain independent, they announced on appeal to go.
Although Uber drivers had to be treated as employees immediately, the taxi platform did not cross the bridge. FNV therefore took action in The Hague at the end of September , with the idea that politicians should pass the verdict. to enforce. Because Uber has not yet complied with the ruling and is not being enforced, the union went to court in December to still impose a penalty on Uber. It will become clear in the new year whether the judge agrees to this requirement.
Problems in healthcare transport Back to the state of affairs regarding corona. Because in and after the summer things went in the right direction with the virus and the taxi and coach sector. However, because the original demand for transport came into view again for the taxi industry, the driver shortage also became more noticeable. The sector had and still has hundreds of open positions. As a result, street taxis had to cancel more often rides at the time and student transport was difficult in various places. Children were unexpectedly at home instead of at school or were transported to school in coaches. KNV therefore called on clients in October to be more flexible .
In November, growth in transport demand stagnated due to the increasing number of corona infections and new measures aimed at reducing this number. Basic measures such as staying home with complaints and not shaking hands started to apply again, as did the one and a half meters away and the domestic travel advice. The taxi and coach industry was again the victim. Cancellations mainly poured in. The TVL therefore returned for the fourth quarter and the care transport protocols were adjusted as of December 6. From that moment on, all students had to wear a non-medical face mask.
Hope for the new year Currently, the situation in the field of corona is still not getting better and many entrepreneurs are having a hard time due to the new lockdown. Yet many entrepreneurs and drivers do not give up and try to make the most of their work every day. In addition, the cabinet has again expanded the corona support . However, the start of the new year will also be dominated by the virus. However, the hope is that the current lockdown and the booster jab campaign, which is now in full swing, will ensure that in 30 the dark clouds over the taxi and coach industry are disappearing.
